In accordance with the request

contained in your Confidential Despatch of the 5th. May,

have the honour to reply as follows to the five points

specified in a letter addressed by Mr. Bertram Cox to the

Secretary of the Board of Trade on the 9th. February last

with regard to the discharge in Hongkong of the Italian

crew of the S. S. "Inkula", owned by Messrs. J. H. Welsford

and Company.

one involved by the maintenance of 3 of the men in the

House of Detention as vagrants from the 9th. to the 11th.
